Advancing Inclusion of Persons With Disabilities

Welcome To Ability Indaba

Unlocking the Blue Economy for All

In the context of an expanding Maritime and Blue economy sector, persons with disabilities continue to experience systemic exclusion from employment, enterprise development, and decision making structures, despite their significant potential to contribute to ocean based development. The Maritime Indaba for Persons with Disabilities is therefore conceived as a transformative, continent wide platform that positions disability inclusion as a central and non negotiable component of Africa’s Maritime and Blue economy development trajectory. The Indaba seeks to bridge the gap between policy aspiration and practical implementation by advancing inclusive governance, skills development, innovation, and the co creation of a Maritime Charter for Persons with Disabilities in Africa.)

Impact, Benefit and Expected Outcomes

Together We Can Make a Difference

18

Catalyse stronger policy and normative change by producing a Maritime Charter for Persons with Disabilities in Africa that systematises inclusion across national Maritime strategies and
regional blue-economy frameworks, thereby anchoring disability rights into mainstream Maritime governance rather than treating
them as marginal add-ons.

new

Expand employment and enterprise opportunities by spotlighting accessible pathways into seafaring, port operations, logistics,
Fisheries, Aquaculture, Marine and Coastal Tourism, and by motivating governments and industry to adapt training,
certification, and workplace standards to accommodate persons
with disabilities.

21

Strengthen innovation and skills development by creating space for co-design of assistive technologies, accessible digital tools, and tailored training programmes that bridge the gap between evolving green and digital maritime transitions and the needs of disabled workers. Challenge stigma, reframe persons with disabilities as skilled
professionals, entrepreneurs, and leaders.

Maritime Indaba for Persons with Disabilities

It is a transformative, continent-wide platform designed to position disability inclusion as a central, non-negotiable component of Africa’s Maritime and Blue-economy development. It aims to bridge the gap between policy aspirations and practical implementation.

The theme is: "Unlocking the Blue Economy for All: Co-creating Policy Transformation, Driving Innovation and Unlocking Economic Opportunities for Persons with Disabilities in Africa’s Maritime Economy."

Although the maritime sector handles over 90% of Africa's imports and exports, persons with disabilities experience systemic exclusion from employment, enterprise development, and decision-making. The Indaba seeks to dismantle these barriers.

The core objectives include:

  • Promoting disability inclusion as a strategic priority.

  • Facilitating policy reform and alignment.

  • Unlocking skills development and employment pathways.

  • Supporting enterprise development for disability-owned businesses.

  • Showcasing accessibility-enabling technology and innovation.

It is a central goal of the project—a formal document that articulates principles, standards, and commitments to ensure non-discriminatory access and meaningful participation for disabled persons across all maritime value chains.
